Stephen Egan, Board Member
Stephen J. Egan was appointed to the California Unemployment Insurance Appeals Board in August 2007. Prior to his appointment, Mr. Egan served six Attorneys General as a California Deputy Attorney General for over 33 years. He worked in the Government Law Section, the Enforcement Regulations and Administration (ERA) Section, and for over 25 years in the Tort and Condemnation Section. While in the Government Law Section, he represented and advised the Constitutional Officers and the Directors of Finance and the Department of General Services. He was also the legal liaison between the Attorney General’s office and the California Highway Patrol. His duties in the ERA and Tort and Condemnation sections included representing state employees, agencies and departments in civil litigation in federal and state courts. He successfully tried approximately 30 jury trials, involving injuries that included quadriplegia, head trauma, wrongful death, wrongful termination, and discrimination. His trials frequently involved allegations of civil rights violations, dangerous conditions of public property, peace officer excessive force, eminent domain and employment discrimination. He was the attorney of record in 13 published U.S. Supreme Court, California Supreme Court, and California Courts of Appeal decisions. The most significant is Williams v. State (1983) 34 Cal. 3d 18, in which the Supreme Court reversed a long line of cases and established the grounds for a duty based on a special relationship. Mr. Egan has practiced before the Eastern, Southern, Northern, and Central U.S. District courts, the U.S. Ninth Circuit Court of Appeals and the U.S. Supreme Court. He has represented clients in most of California’s 58 counties and before numerous administrative agencies. He is a member of the Sacramento County Bar Association and is frequently assigned to be a Superior Court pro tem settlement judge. Additionally, he has arbitrated numerous cases for the Sacramento Better Business Bureau. Mr. Egan retired as a Major from the U.S. Army Judge Advocate General Corps. While in the Army, he was a prosecutor, a defense counsel and a military judge. He also served in the U.S. Coast Guard. He is a graduate of California State University, Sacramento and the University of the Pacific, McGeorge School of Law. |
