Fred Aguiar was appointed to the Unemployment Insurance Appeals Board by Governor Arnold Schwarzenegger in February 2007. Prior to his appointment to the Board, Mr. Aguiar served as Governor Schwarzenegger's Cabinet Secretary. In this position he was the direct liaison between the Governor and his Cabinet members, and all Executive Branch agency and department directors. His office was responsible for the development, coordination, and implementation of public policy for the Administration.

Before his appointment as Cabinet Secretary, Mr. Aguiar served as Secretary of the State and Consumer Services Agency. In that capacity, he served as the Governor's advisor on a variety of issues relating to California's consumers, civil rights enforcement, and internal state operations and management. He led an Agency that had oversight of 13 distinct programs with 15,000 employees and an operating budget of $1.3 billion.

Mr. Aguiar also had a distinguished twenty-five year career in both local and state elective offices. He served fourteen years as both Mayor and City Council Member in the City of Chino, six years as a State Assemblyman representing the 61st Assembly District, and five years as San Bernardino County Supervisor. While in the Assembly, Mr. Aguiar was Chair of the Rules Committee, as well as the Speaker Pro Tem, and he co-authored the landmark Three Strikes legislation, the first of its kind in the nation. Previously Mr. Aguiar had been in the U.S Army, serving in Vietnam.

Mr. Aguiar and his wife of 39 years, Patti, have one daughter, Amy; son-in-law Randy; and two grandchildren, Bailey and Megan.
